What is the RPG with the most powerful "regular" plate armor?
In what RPGs is someone in "regular" plate armor an unstoppable juggernaut immune to all but armor-piercing weaponry?

This.
In Song of Swords at least, you need to be either heavily outnumbered or facing a superior opponent with a superior weapon to die in full plate. I had two full plate versus full plate fights in the past, and they were... frustrating to say the least.

RuneQuest 6.
Plate armor is 6-7 armor points and all but two handed weapons deal less damage without it being from a massive creature or super strong creature.

Shadowrun. With right setup you don't even need milspec armor to survive a few RPG shots.
