Pretty much this. Dwarves would be unconcerned about anything not immediately affecting the dwarves. Elves would probably laugh because humans pretty much admitted they're too barbaric to be trusted with intelligence.

a 3000 year old elf might eventually figure out by itself how to create a steam engine or modern medicine but he aint passing that shit on. At best he'll spend effort creating an environment which would naturally help young elves develop their intellectual capacities faster but for the rest he's completely happy that all of his accomplishments will become lost ancient technology the others barely know how to operate let alone reproduce after he somehow dies.

I see it differently, Elves probably reached post scarcity magic-tech so they don't need to do develop further. If a 1000 year lifespan allows a peasant to buy a Table of Feasting which will give him and his family 3 king worthy feasts a day, there's not much reason to create crop rotation. And that table will continue to function for generations of elves, it could have been paid off 50,000 years ago.

If all their basic and advanced needs are fulfilled, there's little desire to create new things beyond as a hobby.

Not necessarily. Literacy and magic might be tightly controlled and restricted to the ruling classes. That could theoretically be a strategic advantage if witches or cults were are an actual threat.

As far as OP's question, how the wet hairy fuck should we know? Is this Middle Earth? Forgotten Realms? In most bog-standard fantasy worlds the various races keep the fuck out of each other politics, assuming they're even on speaking terms.

A variety of things. Emperor Qin wished to purge his new empire of all of the old philosophies in favor of Legalism, a doctrine that people were selfish and the only way to have a safe and peaceful society was through the strict imposition of laws and regulations by a central authority.

Some of the schools of thought that were burned were Taoism and Confucianism (from which Legalism grew out of), these philosophies were called The 100 Schools of Thought or the Contention of the 100 Schools of Thought

Legalism is totally philosophical suicide, and the philosophers of china realized it.

Confucius taught about the 5 relationships: Ruler to Ruled, Father to Son, Husband to Wife, Elder Brother to Younger Brother and Friend to Friend. These five relationships are hierarchical, (the ruler being the most powerful), but the exsistance of five relationships meant they could counter balance each other. Students of Confucius were encouraged to consider all 5 relationships/duties when making important decisions.

Legalism removed the 4 lesser relationships in favor of just the Ruler to the Ruled. It was a political and tactical philosophy, meant to bring an end to the warring states period, under a firm Imperial rule of Emperor Qin

Not all books were burned and not all scholars were killed but you needed to either pretend to be someone else or have a patron to protect you. This was less about destroying education and more about rewriting history by destroying contrary materials.

There are no Dwarves, though the closest ones to being dorfs would probably watch from a distance, report it back to the Commissar or Council of Wealth Watchers (pending ethnic group), and go back to business.

If your faction is powerful enough to wipe it off the face of the earth, infiltrating the nation and taking care of the leaders and these laws should be a piece of cake, and spare the laymen you were going to pound into dust by casting genocide.

Even inciting a civil war or informing them of and holding your ritual over them in negotiations like a nuclear bomb would be way better.
