Funny, I always regarded that story as a win for the player's point that a god being unable to revoke their gift from a mortal is retarded.
From the moment he raped that girl, he should have been deprived of that godly power of his. Instead, he used it to trick and murder assorted paladins, clerics, and angels. He was still able to draw upon blessing from Kord while doing so. And in the end, it took Kord himself himself to settle he matter.
Just like in 3.5, without the delay, murdered followers, or destroyed angels.

Having his powers taken away would not have stopped him from killing the paladins who came to him, prevented the party from being loyal to him, or running away. All it does is make the paladin less useful to the party.
Also, if it seems unfair to you that paladins CANNOT lose their powers, then straight up tell them they can, because DM has final say on rules.
