How does what specifically work? If it's a video then you can just play it on your phone (VR Player/Milk VR) using a Google Cardboard or GearVR,
If it's the windows based games like waifu sex simulator, you need to do a bit of work. This involves tweaking steam to run SteamVR without a vive/rift - after setting up RiftCat. RiftCat allows you to 'stream' what's on your monitor to your phone.
This works over WiFi, but I'd recommend using USB instead for lower latency and choppiness (activating USB tethering on your phone allows IPv4 traffic over USB).
