Well I can imagine so. I've been to India and the climate is horrible for sports, as are the field conditions. I can see futsal being a good choice for sports there

Cricket is everything here. It's like what football is to Brazil. Football doesn't even compare. There is no infrastructure for the development of good players. Apart from a few regions (the northeast, Bengal, Goa) no one follows football. It is growing in popularity amongst the middle and upper-middle class though.
