There is one or more companies that are hired to do the recording with motorbikes, helicopters and on ground cameras. France TV is the logistical partner probably and gathers all the recordings and sends them to other networks ie. Eurosport. NBC and some US networks could have their own personnel that does the same but doesn't share their recordings. It is much cheaper to hire just one team to do the recording and all the broadcasting companies share the cost.

More detail. France TV mix all the streams from ASO to provide the feed everyone shows. A few years ago they allowed ES to do their own split screens with 2 streams, but thats not happening anymore.
The intermediate trucks are used because satellites are useless with moving things, so all the helis / motos feed to the truck, which is stationary.
on a side note, imagine how comfy it is in the intermediate trucks, just sitting in a field, watching the tour, with nothing to do until the stage finishes.
Whilst reading about this, I've found that the time gaps are calculated between the TV motos, which is why the time gaps sometimes jump all over the place.

It really depends how "big" the team is. For a team like Sky with such a budget anything other than a win is pure failure. For other teams with little budgets stage wins or just some solo air time means a lot. Other big teams such as TInkoff, BMC, Astana are just not that good. Their riders can't match what Sky riders do. Nibbles is ded, BMC has only 1 rider that can follow Sky, Tinkoff is ded and they are probably going for the single jerseys.
