Soccer gets a 1 here. Tennis should be a 4 now in the modern era, since it looks like you need to be 6'3" or above to be elite.

Baseball should get a 5 on strategy (team building in baseball is very complex, much more so than other sports). And 3 on tactics. The pitcher vs. batter is indeed a tactical battle that has many layers.

The entire sport is based around strategy. NFL players spend as much time watching film, sometimes going back years, and studying playbooks as they do on the field practicing.

You have to build a competent roster of 53 players, with 4 individual teams (Offense, Defense, Special Offense, Special Defense) all playing a different role. You can't just sign a couple of great players and expect success.

It has its complexity but I'd agree. that's one issue a lot of sports with smaller attack groups suffer from, you rely too much on individual performances. teamplay based squads can put the bar higher but it's not really how the game is currently being seen due to the status of clubs, in Europe at least.

Where did you get the misconception that American football players start formal training in college?

There's Pee Wee leagues in the US that approach football training like a soccer academy. And high school football is treated like a religion in some states, with facilities that will rival professional NFL teams.

I would say the amount of memorization required does hint at the level of strategic depth a game or sport has.

But like I said, I don't know much about rugby, but I will claim the American football is significantly more strategic than soccer.

Soccer is almost all tactic, skill and endurance, even kids can give good kicks, all body types can be competitive in it.

Football isn't like that, you need to be fast and you need to be strong and a certain height to be good. Speed and height being things you really cannot change with training, except speed but by a very small margin.
