what's there not to get? there are four leagues with teams determined by uefa national ratings. each league is divided in 4 groups by a draw. top 4 teams from each group within a league advance to the higher league, worst 4 are relegated to the lower one. group winners from the top league play in the final four comp.

oh, and the playoff winner (one of the group winners) from each league will get a euro 2020 spot. that's pretty interesting given that were we to take 2015 UEFA national ranking, league D would have the following: Lithuania, Belarus, Georgia, Azerbaijan, Latvia, Cyprus, Moldova, Macedonia, Khazakhstan, Luxembourg, Lichtenstein, Faroe Islands, Malta, Andorra, San Marino and Gibraltar
