Weber is worse defensively, has worse possession stats (which makes PK a "puck hog" in your eyes) and has been paired with an elite defensemen for his entire career. Weber is still a solid dman and as you said will still be serviceable for the habs in their window despite this but he's a straight downgrade over Subban. He is a speedy guy who's not really great at anything but good at everything.
We see these guys in every single draft and they become middle six forwards, some just flat out bust.
Pulju's upside is rivaled by none in this draft and his absolute floor is a great 3rd line winger.

Detroit is just stuck in their old ways of drafting guys they think have potential and bring them along slowly and hope they find another datsyuk/zetterberg.
Problem is in the past they were one of the best teams at drafting in the late rounds, but all the other teams have caught up to them in the scouting aspect. It's harder to find diamonds in the rough, and they just end up spinning their wheels while they try and develop them.
