I have that issue in Slovenia where the youth rating and overall youth recruitment is shit, and even 20 youth recruitment wouldn't do much. I just scout everywhere to find promising players under 18, buy them and develop them myself.

You could just just snipe the youth players early and develop them yourself: that's pretty much the easiest thing to do considering how random the intakes are.
