A two-goal victory means automatic qualification even from the third place, because the highest GD possible in groups B and D is 0, and Romania would have 1.
A one-goal victory would be trickier, because, provided there aren't any two groups with 3-point third places, it comes down to GD shenanigans.
Of course, Romania winning and Switzerland losing by enough means second place so this math would become irrelevant.
