Offer sheets are rare today, because often you will have to give the player a substantial raise, and then relinguish multiple draft picks to acquire him. Many teams are leery of offer sheets, but with so many teams up against the salary cap, this might be the year we see one or two.
There are many talented young forwards who've yet to re-sign with their team like Johnny Gaudreau, Sean Monahan, Filip Forsberg, Nathan MacKinnon, Mark Schiefele, Mike Hoffman, Alex Killorn and Vincent Trocheck. None of these teams are in a bad cap situation, so I doubt they get an offer sheet, plus young, skilled forwards aren't nearly as sought after as young, capable defencemen.
I'd be surprised if there was an offer sheet, but if I had to guess I'd wager a defender would be the target. Hampus Lindholm, Seth Jones, Tyson Barrie, Jacob Trouba, Rasmus Ristolainen and Tory Krug are available.
Lindholm would be my first choice, followed by Jones.
The Blue Jackets have less than $4 million in cap space and they need to sign Jones and two other players. An offer sheet would put them in a very tough situation.

The top 10 are all fun to watch except for Nashville and LA. I would say the most fun team in that top 10 is San Jose.
The most fun team to watch last year was Dallas in my opinion. Chicago's also fun to watch, that 5 man unit of Toews-Kane-Hossa-Keith-whoever they can put on the ice at any time is formidable to see. Tampa Bay is also in that category of fun to watch current contender, they have a lot of skill on their roster.
For me it's pretty fun to watch young talent coming into the league so for teams that have the potential to be fun to watch next year I'd recommend: Calgary, Philly, Winnipeg, Buffalo, Toronto, Carolina*

Most likely Calgary, Dallas or Philly are going to make a move on Bishop and/or Fleury. Calgary is in a weird place though because they feel like they are still in the beginnings of a rebuild but also want to be good, though they aren't willing to part with prospects. Dallas makes sense because they are desperate to win more than regular season games and Lehtonen hasn't shown he can step up in the playoffs, though they also need to answer glaring holes on defense too. Philly probably makes the most sense right now. They have a lot of prospect depth on the backend and could be looking for a more consistent goalie like Bishop. It will come down to whether Yzerman or Pitts GM are smart enough to understand they are going to get screwed on their trades because of the pending expansion draft. Everyone knows they are desperately looking to get something for their assets.
