I'd say there are some mitigating factors to that. 1) NZ play far fewer Tests than Australia so there was generally less opportunity for Bond when he was fit. 2) The only real difference between them is that run of 12 Tests Harris played in a row between England 2013 and South Africa 2014. And he was LITERALLY in a wheelchair by the end of that.
Oh and the other thing is Bond played a decent amount of pyjama whereas Harris was put on ice to be used exclusively as a Test specialist after the first couple of years he played.
I guess NZC just had different priorities. They wanted to get the most out of Bond (which is understandable) and he was obviously far more likely to be able to remain fit by playing LOI's rather than Tests whereas CA had the luxury of more bowling depth so they didn't need to use Harris.
