The CFL tried this in the early 90s and it bombed terribly outside of Baltimore. Since then, the CFL has operated only in Canada. Coincidentally, there are talks of an agreement between the CFL and CSA where the CFL will lend support to the league. Considering they've tried and failed in the US already, I highly doubt there will be any American teams.
Not that it will be a problem though. With MLS, NASL, and USL, there's not really any reasons for soccer fans in the States to care about an American team in a Canadian league.

Can confirm. The professional clubs had to make a living in England early on (Swansea, Cardiff, Wrexham) and the Welsh league primarily existed for those who weren't able to get in to the English league system. The level was 5th division English at absolute best 100 years ago. Awful stuff.

1938 has another one, maybe more. One for sure is Austria, which was annexed by Germany in March 1938 after having qualified for the World Cup in October 1937. After the annexation, Austria had no league and no FA. The Austrian team were not allowed to play, and their first round opponents Sweden were awarded a no-contest victory.
However, the German manager was instructed to call up "5 or 6" Austrians for the German squad as a show of unity, so some Austrians who qualified got to play in the cup. 8 total Austrians were called up, which was subsequently knocked out in the first round by Switzerland in a 4-2 replay after an initial 1-1, which is Germany's worst result in a world cup ever.
In qualification (done rather haphazardly in a league and knockout format based on regions) Austria beat Latvia to qualify. Sadly Latvia were never invited to compete in Austria's place. It could have been Latvia's only ever qualification, two years before they themselves were annexed.

If you're U16 you can't sign to play in any country other than the one where your parents live. Huge teams get around it by giving the parents jobs either with the club or with one of their sponsors or one of the owner's companys and getting the parents to move to the country. As with anything people will find loopholes but the spirit of the rule makes sense, stopping teams from basically kidnapping youth and then if they turn to shit and get released (like most youth) they end up with no job and in a country where they have no support from their parents or anyone.
Its more ridiculous in this case because he doesn't live with his parents but in England anyway so it will have no impact on his lifestyle and if he gets released it won't be difficult for him to get back to his family.
