Pac wasn't a welterweight back when Mayweather retired for the first time. He was still fighting at lightweight and super lightweight. Also, he was never really a threat to Mayweather. Too short and too easy for Mayweather to fend off. If they had fought for some reason, it would have been the same result as their 2015 fight; though it might have been less of a snoozefest since Pac was actually throwing punches back then.
Cotto was a strong contender back in 2007. He was aggressive, he could really hurt people, and he had just beaten Zab Judah and Shane Mosley. While I think Mayweather would have beaten him, he definitely would have needed to take some punishment to do it. It probably would have been a really awesome fight because Cotto was like the Terminator back then. He would have just kept coming forward and digging at Mayweather's body. He negotiated to have time (a tune-up fight) to prepare for the fight and signed a contract stating that he would negotiate for that fight immediately upon completing that interim match. He knew for months he had to make this fight happen. He should have been prepared to negotiate the fight the moment he stepped out of the ring with Khan. In all honesty, the details should have been ironed out months ago. So, I mean, he can claim the time-limit was bullshit, but he agreed to it and signed a document stating as much back in December.
