Depends on how you want to judge him. He won a lot of belts in light weight classes that didn't have great fighters, and he often didn't defend his titles. I think he has won titles in more weight classes than anyone else, and you can't ignore that accomplishment. But he was too small and has had too many bad fights late in his career to put him in the top ranks of all boxers all-time. If you limit the question to 'pound for pound' boxers, I think he loses out to the likes of Sugar Ray Leonard or even Rocky Marciano (very light for a heavyweight).
Personally, I will remember Pacquiao as a great fighter, but he won't be in my top 10 or even 25 of all time.

Definitely an all-time great. Very few have accomplished what he has in the sport, while fighting guys that were bigger than him and were in the their prime.
But the biggest reason he's an all-time great is because he was an entertaining fighter, and fought everybody that they put in front of him.
A lot of fans will love him because of that; he just lived, and loved, to fight.
