No.
He's shown absolutely no sign of being able to organise a defence. It happened at Wigan, and it's repeated itself at Everton, that's 7 seasons now that he hasn't been able to sort out his defence. You could perhaps use the argument that Wigan didn't have good defenders, but there's absolutely no excuse for the lack of defensive stability he's brought to Everton, they have good defenders.
Yeah he plays nice football and does well in cups, but playing attacking football is only half of the job, and progress in one off games shouldn't be used as a marker for how well you're doing. The league table doesn't lie.
