Okay, I looked it up and technically it's supposed to be halfway between the belt and shoulders, but you never see pitches that high get called. At most, pitches only a couple of inches above the belt get called strikes and even those are usually seen as bad calls. So I guess technically you're right, but that's not how I see it actually play out in games
