What I want to know is that if that scaffolding was overburdened and collapsed, killing most of those who were on it and some of the revellers below, whose fault would it be? Gable Scaffolding for putting the scaffolding there? David Cameron for being the tory Prime Minister? The Merseyside Constabulary for failing to control them?

This scaffolding has got to be about 30x5ft, 150sq ft. making allowance for about an 11kg load per sq ft., that means each level on the front facade of the building has a capacity of about 1700kg.
I count 20 on the top row. Assuming each weighs roughly 85kg, they are exactly on the maximum safe load. These guys got off lucky.
