Yes. I'm personally sitting about 500k from a mix of opening packs and getting lucky and trading. The market this year is significantly lower than it was in fifa 13, 14 and 15. There are lot of great, cheap IF and TOTS players this year too.

Buying packs is only really viable in the first few months of the games release because players are generally worth more. Right now I'd say trading is the best way to make coins, I'd imagine there are plenty of tutorials on it on youtube.
Trading is very grindy, but its probably the easiest and most effective way to make coins without buying packs, coins or grinding tournaments and divisions.

Honestly, I'd just wait until more TOTS players come out. Right now your best bet will be IF Mertens or SIF Insigne for that price range but we'll likely be seeing guys with 88+ in pace, dribbling and shooting for around 50k. Mkhitraryan, Boufal, Nolito, Salah, and Insigne are all likely TOTS cards that will be pretty cheap and fit your criteria. There will also be some ~20k TOTS players with insane stats from uncommon leagues/nations as well.
