The problem is, Arsenal doesn't even try anymore.
It needs a systemic change from top to the bottom - something simply hiring a new manager won't do. The club became complacent with what they achieve and started believe in their own excuses. The last ten years were wasted on landing a cozy CL spot instead of on building a long term project capable of winning. The Monaco fiasco and the current season situation proves that, no matter what happens, Arsenal's only aim is to leave the CL in the round-of-16 and finish the season in 4th. They don't take risks, never aim high, but have a sleeve full of excuses.
And there's something wrong going on with how Wenger deals with the players too - the injuries as well as their minds.
I have a theory, remember when Suarez was leaving Liverpool, apparently wanting to join Arsenal, and the whole "bid deal" crap? Arsene didn't want him, not because he was afraid it would be a flop, but because he was afraid it would be a success and would elevate the team above of what mr Wenger is comfortable with (and Arsenal would either still finish 4th or, what's worse, win the god damned title and leave Wenger with a big ass problem of having to deal with the "title winners" stigma next season).

But we need more than just signings we need to gut the staff and everything.
The medical team is fucked look at the injury problems all our players have we go through injury crises like every season.
The psychological team is fucked, the team can't handle pressure at all, that was made evident this season. We lost every game we needed to win to stay on top or overtake Leicester or whatever. When we needed to keep winning we kept losing and it fucked up our title challenge. There are clear mental issues at the club despite the fact that we have winners on our team.
Also, our team has improved dramatically in the past couple years but results haven't and we're still finishing 3rd/4th. Mental/psychological issues evident.
Also, whenever our players have a couple poor matches their form absolutely fucking plummets. See Walcott, Giroud, Ramsey, Alexis, Ozil, Gabby, Mert, Ospina, Sczc, Gibbs, Ox. It's completely fucked up players like Ramsey and Ox.
Yeah we have a shit manager, but the problems stem so much deeper than that and it's gonna take a while to fix things.

A few years ago we had Gervinho starting on the wings every week, now we have Alexis Sanchez. We've improved in almost every position but the end result is still the same and that alone is proof that Wonga has lost it.
