Carolina as a whole makes up the 8th or 7th largest state in population, Charlotte in particular is a booming city right now, soccer is a surprisingly popular sport here (there's always 2-3 top 10 high school teams from NC), college soccer is pretty big with UNC, and this year in particular should show anyone how big sports have become in the Carolinas.

Guy who nominates the referees is a Benfica fan. He can decide what referees get relegated (high level refs only do 1st and second division games) based on their performance. This performance is measured using secret rules that no one knows about. The direct consequence of this is that over the last few years, all the good refs (International) have left football, some of them because they we're being relegated even if everyone could see they where the best.
Benfica, DIRECTLY, monetarily supports some referee school (or something like that) for future refs. The only refs that graduate are benfica fans (you can actually look at their facebook yourself). These are some of our current refs.
A funny side joke is that Poortugal now has International refs with a single (1) 1st division game on their belts. Experienced guys right? :^)
It's easy to be top of the league if the ref fills your future apposition team with yellow cards the week before they would play you, leaving some of the best players at home.
