As long as they aren't too far behind in terms of points.
If say there are 25 points still available on the table and you are 28 points behind, you can play for 'snookers', This is where you force your opponent into making a mistake/foul, where you are awarded 4 points.
The amount of points you get for a foul can be higher if your opponent's foul is on one of the higher value colours.
For reference;
Red 1, Yellow 2, Green 3, Brown 4, Blue 5, Pink 6, Black 7

Yes. If the other guy can still win.
Another thing: if a player doesn't touch any ball, touches the wrong ball first, (red when he should be playing a color or vice versa) or pots a ball he shouldn't be potting, the opponent gets points (4 to 7, depending on the ball wrongfully touched).
This is why sometimes somebody who is more points behind than there are on the table still continues playing. They try to get a ball in such a position that the opponent makes such a mistake. This is called a 'snooker'.
