The first set of written rules for rugby was produced in 1845.

The football association met in 1863 to codify the rules of association football - two of the rules that they wanted deleted were:

Literally the perfect description of soccer.

It's ridiculous to say one came before the other because there were about 1000 different football codes that all existed, every school and town played a different variation - some allowed running with the ball, others didn't, it just so happened that Rugby football was one of the earlier ones to actually write down their rules, and that then years later some spanner made up a story about a guy running with the ball.

He originally even got the date wrong and said it happened in a year when Webb-Ellis wasn't even at Rugby.

Doubtful that they would have been "hands free" codes because Association Football didn't do away with catching until much later - at the time the rules were codified they didn't even stipulate how many players were on the pitch and stuff like that.

Association Football at its outset was much more like modern rugby or shrovetide football than it is like modern association football.
