Because unlike the two others aguero can't create chances, every time he gets the ball and can't shoot I know he is going to fuck it up. That's why he relies heavily on players like Silva or De Bruyne who can gives him great passes.
Hazard and Mahrez are players who can score, create chances and assist. Aguero just shoot, he does it really well but that's it.
