Well the Netherlands NT lost two straight WC Finals in the 70's. One could argue that losing those is at least as bad as losing 4 Owls in a row, considering the WC happens every 4 years so each loss means 4 years of failure. They also lost both to the respective home team (West Germany in '74 and Argentina in '78) and wouldn't play another final until 2010, only to lose that as well to cunts Spain. Definitely up there with the Bills. [spoiler] IMO [/spoiler]
