PA isn't Star Potential. It's complicated, but Star Potential is based upon what kind of potential he's able to reach within your club. Basically, if a player is 19, has like 50CA but 170PA and plays for a Division 1 club in the Top5 countries in Europe, he's not gonna be a 5 or 4 star potential player because it's unlikely that with his shit CA he's gonna be playing and that even with the best coaching in the world he's gonna find a way to get 120 CA points regardless.
I'm butchering it a bit but Star potential isn't a true reflection of his actual PA.
Quite honestly, it's the first time I've had expectations that vague.

I've spent way too much time complaining on Twitter and going through a million 'fixes' and it's still a piece of shit
the latest shitfest is that every time I send a scout out to look for players eg Brazilian under 21s...he comes back with star ratings on certain players and a brief report. no matter what I do I can't get him to scout properly. I've tried settings page after settings page and even signed up for the ridiculous official forum to post the bug and got four replies none of them helpful.
november14th I send him out and then from December on I keep getting vague recommendations and fucking star ratings potential ability current ability report on his attributes and characteristics
