I think the whole supporter group thing started from expats starting fan clubs over here to watch their teams. For example their is a Celtic supporters group here in Philly.

Would not class Brazil as third world though, I went to the WC saw some good games, met nice people, saw some nice areas. Like all countries there are shit holes, but really Brazil isn't all that bad from my experience before and during the WC.
