Both NL and Portugal pump most of their money into two things:
1. Academies
2. Scouting hidden talents
But, because of moneyball, BOTH our countries are fucking fucked. Young talents get bought as young as 14, and if players even shine for one season in either the Eredivisie or Portugese Liga, they get bought up the next season by some sugar daddy or government funded club.
While both our leagues keep investing and spending money responsibly (except Twente, they are fucking cancer, they moneyballed, and now they will probably cease to exist, good riddance), they can never grow anymore because as soon as that happens, their players get bought up.
Both the teams as well as the NT suffer from it.
