Never underestimate the mind, confidence and force of personality it takes to actually negotiate and sign someone, let alone the several big free agents Elway has landed. It's partially why any fantasy league faggot who thinks they could be a good GM would fail.
A few teams were gunning for Peyton. He wasn't unique in this regard, though they all also had to weigh the risk of whether Manning would be able to come back.
What matters is who was actually able to sign him in the end which was Elway.
