It's all a bit of a dumb idea, but here's what I can come up with:
1) They're partnering with Rayo to say "Look, we've got a LA LIGA team on board with us! We're a big freaking deal!"
2) They probably already had at least some of the groundwork still laid from the original Oklahoma City FC plan which saved time and trouble establishing this new team
3) If I'm remembering correctly, one of the conditions for being D1 in US Soccer is having a team in each time zone: they still don't have one in the Pacific zone, and after Minnesota leaves for the MLS too, that would leave them empty in the Central as well (literally all the other teams apart from Edmonton are in the Eastern time zone)

In order for pro/rel to work right now, in the US, you'd have to take in to account factors outside of league results. You can't be promoted unless you can meet certain standards for the higher league, capital requirements, stadium, attendance things like that. People don't like to talk about it, but as a practical mater you'll need to also consider market size for MLS. Chicago and Philly may be terrible, but the fact remains they are the 3rd and 4th largest media markets in the country. MLS needs them when it goes to negotiate its TV contracts.

For one, the talent gap is too huge. For another, money is a mess.
Right now, I'm looking at having the MLS give a chunk of their TV money to the NASL in exchange for the NASL agreeing to pro/rel, because that's the only way I could imagine the NASL accepting their #2 spot in the pyramid, and because that's the only way a newly-promoted NASL team would financially stand a chance in the MLS.

In that case, you would need to implement state leagues. If I'm not mistaken, the best ranked teams from each state league that are not part of the 1st, 2nd, and 3rd division get invited to participate in the 4th division. Its a clusterfuck of a situation, especially in some states like Rio and Sao Paulo, that have pro/rel within their state leagues.

The reason why seems fairly obvious -that it can be more profitable to face less competition in a smaller market than to be just a blip on the radar in a bigger one.

As for the NASL, well, what do they expect? The MLS was well-established and brings in the big names when the NASL doesn't. Without deeper pockets or some kind of gimmick, how are they ever going to get attention?

That's why, under the model as I envision it, the NASL just reluctantly accepts its role as #2 in exchange for some cash. You sacrifice the chance to be a major league for the opportunity for each club individually to have a chance at being major league.

Realistically, no, we can't talk about pro/rel for a long time, but like I said in my original post, don't tell me it can't happen. That doesn't help me. In my FM universe, it's happening. It's just a matter of how.

It's like sci-fi: if you look at the nitty gritty details, it's impossible, but at the same time, you want enough detail behind it that it seems to be plausible on the surface.
