The refs were total bullshit in that game in favor of the Panthers, but the hit to Olsen's head was a good flag, it really doesn't get any more clear than that hit. The Panthers would have kicked their ass if the refs were perfect.

They made the right call. It is illegal hit a defenseless receiver above the neck, full stop. Culliver clearly did exactly that.

The rule is kind of shitty in cases like that, but it has to be worded that way to protect players and prevent lawsuits. It also wouldn't have been a penalty if Culliver didn't make the worst attempt at a tackle possible. He tried to go high on a TE that has 25 pounds on him minimum, which is why Olsen didn't even go down on the play.
