Because it's one of those abstract stats. Different stat collectors gauge what is a "drop" differently.
Some think if the pass is too high, even if it hits their hands, or if pass has to be contested to be caught, and if it isn't blatantly within the receiver's grasp then it shouldn't count as a drop.
Others say any team a ball hits the hands, even if the receiver is in a fully-layout dive and the ball barely grazes his fingertips, then it is a drop.
And yada yada with everyone else in the middle of the two.
I have to say I lean more towards the second extreme. Wide receivers coach in high school always said, "if the ball hits your hands in anyway, you better fucking catch it" and thus we ran the ball because nobody could catch on our team.

You have to realize that both Evans and Jackson were both hurt at different points of the season and that Winston almost has complete control over the offense, which includes setting up plays for the run. When Winston gets to the line and changes formation and blocking assignments and it leads to productive run for Martin, you can't pretend that was all Martin.

Evans isn't a former rookie of the year and not only that but he's regressed this year, with drops, stupid penalties and just generally playing passive. Jackson's only played half the games this season, and ASJ's only played two and a half. For most of the season, almost half of the Bucs offense, including Winston, was operated by rookies. 2 on the offensive line, with an UDFA rookie WR and TE.
Mariota's been a really impressive QB but he and Winston don't share a style of play. Mariota's more comfortable with short and underneath crossing patterns, while Winston's more comfortable pushing it in the 20-35 yard intermediate zone.
