True, but generally fans can have a hard time caring about a team in MLS if they're in a city without a team (like Miami) or if their city's team is so obviously foreign that they might as well support a team in a different country (like New York with Red Bulls and NYCFC). Personally, I'm a fan of Chicago and an EPL team, I just don't see a lot of other soccer fans in the US doing the same thing. USASA is technically 4th. They sponsor the NPSL. They might sponsor the PDL too, but I think that's more of a USL affiliate.
Anyways, the whole 4th division are amateur teams and any distinction of levels between them is made up and not official according to the USSF.

It's kind of hard to explain to people just how rewarding it is for your team to develop their own player who goes on to win games for you. It's so much more appealling than buying a player. Right, so, American kids who are good at soccer tend to go for college teams on scholarship, because a college degree is expensive and has a better potential payoff than making it into MLS.
NCAA rules classify college players as amateurs; if a college kid plays the off-season in a team that has a single paid player, they're disqualified and have to pay out of pocket for their classes like the rest of us plebs.
