Brake (or shaft) horsepower (bhp) is measured at the engine flywheel (pre- transmission), wheel horsepower (whp) is measured at the wheels (so it includes drivetrain frictional losses).
Chuck your car up on the dyno at your local speed shop and they'll be measuring wheel horsepower (usually inaccurately, since customers like bigger numbers). Pull the engine and put it on an engine dyno and you'll be measuring brake horsepower. A typical passenger car drivetrain will have about a 15% power loss, and passenger cars are rated in brake horsepower (again, male customers want bigger numbers).
For Top Fuel and Funny Car there's not much difference between bhp and whp because the cars are direct drive, with a clutch that goes 1:1 (lockup) about mid-run.
As far as power output of other racing motors, I can't say definitively but my money would be on motors for Unlimited class air racing. Engine power is usually limited by how quickly one can dissipate the waste heat and how long one wants the engine to live, so the airplane guys have all that 500mph air to keep the engine alive and thus can sustain 3,500 hp or so.
The Unlimited hydro guys are about the same, generally about 3,000+ hp, though they're usually using turbines and not piston engines.
Interesting Top Fuel math: to get a car from standing start to 500kph takes less than 400 total engine revs (0-500kph in 3 secs, engine rpm is 8,000 or less).

The difference between the Williams team politics and McLaren's was Ron hated Alonso from the get-go and, after promising him #1 status in his contract, went back on his word, gave Lewis #1 status and forced team members to disadvantage Fernando.
Even if McLaren had given the drivers equal status, Fernando would've had the title comfortably, probably by 15 points or so. If Ron had hired Kovalainen that year instead of Alonso, Hamiton would've walked the title as well. How far out of the league was Red Bull's car during Vettel's stay there?
Was it mostly the car or is Vettel an incredible driver also, well of course he is because he wouldn't be driving in F1 if he wasn't. But was he seriously in a complete league of his own?

I scavenged around kickass.to and saw if the torrents were still running, a lot of them were and I downloaded I think the last 7 or so races from there at 5+ mb/s.

The Red Bull was the class of the field, yes, but the only time it was untouchable was a 4 or so race-long streak towards the end of the season - it was well within reach for the entire first half and races like Japan showed that with the right strategy they could be beaten on merit still.
Vettel is one of the best drivers on the grid and if you put someone like Gutierrez or Perez or Sutil in the RB that year they wouldn't have stood a chance of winning the title - I doubt even in the top 3 in the WDC. He was just performing at a level that most drivers on the grid (cough GrosjeanWebberHamiltonRaikkonenRosberg cough) were just, a lot of the time, incapable of reaching. Maybe having the best car allowed him to prioritise extremely consistent, but slighter slower, race times over having to overdrive the car each and every race and suffering in consistency because of that but he was definitely deserving of the title.

In 2013 (especially last half of the season), the RB9 was easily the best car on the grid. Same with 2011. Vettel is certainly an incredible driver though.
He's the type of driver that, given a top car and given the team around him, is nearly unstoppable. I don't think any driver on the grid could have beaten him in that car those years.
At the same time, he seriously struggled last year in a tricky to drive car, against a teammate who surprised everyone. He just couldn't get it to work, and straight got bullied.
