You're not crazy. In the late 70s is when the closing pitcher role started getting bigger, only they would pitch 4 innings instead of 1. Dennis Eckersley was probably the best during that time and the 80s. Eventually in the early 90s is when the deep bullpens started popping up, leading to what we have now which is a mix of guys who specialize in it. Middle relievers, setup men, and closers. Now it's evolved to the point where most of those guys are throwing high heat, too. I doubt we will ever see a high-80s/low-90s reliever again. The norm is pretty much 95+ now out of any bullpen arm.

His timing and release point got fucked up when he tried in the past to throw a classic Lefty over-the-top delivery or a tighter or more shoulder heavy delivery.
Tidrow and Righetti trusted his body enough to stop testing delivery adjustments and let him keep his sling for good in 2013. In his first few years, they would sometimes tinker with him if he told them he was worried about his arm.
I saw him play in SJ in 2008, and his sling back then looked the same as '13-'14.
A bit of concrete data I think fits the 'kept the sling and learned command with it' is his K%, largely against lefties, went up around that time (25%L/20%R '10-'12 up to 33%L/26%R '13-'15) and Babip and BB% regressed following increasing command.
