Not there yet to be considered in the top tier, but it's definitely possible that he will be remembered as one of the best (certainly one of the most controversial) strikers ever.
So far, if you take away the biting, diving etc., he's had a really great career, starting in Uruguay, slowly moving up through the Eredivisie, then moving to a somewhat mid tier club in England, becoming essential there, then moving to a top tier club. As far as his career moves go, his career has been astonishing

if you watched that season with liverpool you would know suarez dragged them towards the title. he's as skillful as anyone playing currently bar messi and neymar, and combining that with his ridiculously high workrate meant the rest of the team saw him running around after the ball, pressing always lookingfor space on the ball etc that they knew they had to do it too, because if he was that good and still did it, they couldn't shirk it either. also his 33 goals and 12 assists or whatever it was helped out quite a bit
