Talking loud and fast does not make good commentary. It's usually a sign that you're watching a sport that's not on TV.
James Allen of ITV F1 is probably Goat (his pre 2007 commentary anyway). NFL commentators are generally quite good, but none of them excited enough. That guy who commentates Le Mans is probably one of the best too.
