No, it's not possible OP. Given the only real source of light in this picture is the sun, the rainbows would have to all be in one plane wrt the viewer.
There would have to be multiple suns for that picture to be real. A rainbow appears in the sky directly opposite of the sun. There can be triple or even quadruple rainbows under some conditions, but they're always going to be concentrically around the same origin because they're refracting the same light source.
With Photoshop, it is.
