Hull of a boat of course easy. If fly up with low speed, hull can be cheap. Management panel by modern electronics. Fuel and Engine may be more tricky. May be fuel can be from Thorium Reactor and and an engine by Biefeld–Brown effect, but I do not calculated this, just an idea flying in air.

Yeah, these kinds of ships are made just for space travelling not to land on planets. I don't think we could possibly send something this heavy in space with earth's gravity

Its all a matter of cost vs payout. And it will remain this way until our species unifies and put our survival as our foremost goal.
