Yes, covalent bonds are strong! That has nothing to do with its ability as a solvent

The carbonyl is polarized, partially. The shift in electron density due to the differences in electronegativity does allow for some fairly strong intermolecular dipole dipole bonding and interactions with other polar and partially polar compounds. Acetone is minisicible in water for example.
