Are you asking how those permanent magnets stay floating? Because I don't believe you can create a hollow ring permanent magnet with that polarization. Instead, opposite ends of the ring would be the poles. Solid circles can be, but then you couldn't put them around a stick.

It doesn't, at least not with permanent magnets, go read about Ernshaw's theorem.
If you really want to know go though the EM modules on OCW and start studying calculus. The math is horrendous on em stuff. That's why it's left out of the introductory physics texts.
