flattering but the amount of STEM graduates is no help for rating the quality of academics imo.

they should bring up something like a (quality x quantity) criteria for evaluation, or may be additive or whatever...

im ashamed of seeing this pic in a dec2015 report. best example for relevance of quality.

You should already know by now that China being no.1 is questionable due to the fact it's excluding most of the entire country and effectively assessing only a small fraction of selected provinces for PISA.

Singapore, Finland and Estonia fall down a similar route in that while it is technically assessing it's entire country (and by default more legitimate than China's ranking), the population is so small by country standards (in relation to everyone else on the list including china's cities) that the comparison could be skewed.

Because of this South Korea/ Japan are seemingly the legitimate top ranking on PISA scores listing.

But the PISA score listings are odd anyway because situations like the U.S. population being so big (china for that matter too) and people doing 1:1 comparisons to countries like Estonia (we're talking 320 million vs. 1.3 million here) is not really advisable.

Also to answer the question why China's "cities" are only included it's because according to the PISA site that they are still working on setting up to fully assess China in the future (the 2015 results for PISA won't be out until December this year but will include 3 more china provinces). Although I suspect that China may be using this slow setup to their advantage by prepping each future assessed province beforehand to get the best advantage possible.

Plus this whole matter is about the schooling integrity of 15 year old kids. So it reflects more on the schools themselves than the student body itself (which we have established that yeah U.S. schools kinda suck).
