Because Russian music is good, Russians are surprisingly well represented in anime for a country to be in war with Japan (they never actually made peace in WWII), and it's easy to find something "ug" for most of the aidience by choosing their music since it's neither Western nor Asian in the often thought sense. This is my guess, I'm not 100% sure though.

It sure is, but if you look at pictures of Russians before Peter the Great, they don't quite fit in Europe, the Arabic parts nor Asia, atleast that's how the appear to me. Peter then westernized them, but their difference still somewhat lives on in their music. Besides, you can basically get anything out of that country since there are many of those small republics with a great variety of cultures. Shostakovich and a throatsinger from Tuva both Russian musicians in the federal sense.

When I say "russian music" or "arab music" or anything like that, I almost always mean it in the ethnic/cultural sense. System of a Down isn't American music, it's Armenian.

During the soviet days they had their versions of world exhibitions in which people from all around the Eastern block gathered around to do stuff, for example performing music. There have been different nomads giving their influence too. Due to this and the use of instruments close to but not quite the same we use (balalaika et al.), their music has this slight touch of exotism. This is kinda what I meant, reading my post again made me want to invent some analogue to alcometers measuring how much the person has woken up or how sleepy they still are, with some threshold blocking 4chan.

Ofc "Russian music" is to be identified with the music coming from the republic and not the federation. Sry for being cryptic.
