Chemically it only works on the single photon level. The worst thing high power shortwave is going to do to anyone is give them a headache. I've heard from people working with high power fields for nuclear magnetic resonance that the headache thing is real though.

Fair. I'll give specifics. This claim was relayed to me through my dad who got a PhD thirty years ago in Physical Chemistry with a thesis on nuclear magnetic resonance instrumentation. For fifteen years after he was a researcher at ANL. He did not claim to have experienced the phenomenon himself, but he said that older researchers he worked with claimed to have experienced it. Whether the experiments of those researchers involved putting one's head in multiple Tesla magnetic fields while hunched over a sample I do not know. There is also the possibility they were telling the new guy bullshit.
