he's right tho. why do you think water is used as a moderator in LWRs? the mean lifetime of a neutron in a typical reactor is like 10^-4 sec. diffusion length on the order of 2-3 cm. you'd be perfectly safe swimming in a reactor spent fuel pool, you'd just be dead from gun shot wounds before you made it there.
