Actually this is a good question. You shouldn't always round up on 5.
In some countries they are taught a different and probably fairer system: You round up if the next digit is even, down if the next digit is odd.
Other way to do it exist, ie randomly rounding up or down, but you get the point.

This was the policy of some of my professors in America. I don't really see how it makes a difference if you round to even. It seems you still have the same error in rounding.

Physics student here.
I have really only used rounding with margins of error and error should always estimated upwards.
Also it might just be easier to remember to always round up.

Only the 5. So 1.32 = 1.3, but 1.35 = 1.4 and 1.45 = 1.4
It's because .0 is exact, there is nothing to round. As such you have 4 numbers to round down (1, 2, 3 and 4) and 5 to round up (5, 6, 7, 8, 9) with the normal system. This gives a slight bias to higher numbers.
Here's an easy example:
The mean of 2.5 and 3.5. That's obviously 3.0 if you are exact.
If you round everything traditionally, it is the mean of 3 (2.5) and 4 (3.5), which would be 3.5. Or, if you round that value again, it is 4.
With rounding to evens it is mean of 2 (2.5) and 4 (3.5), which is 3.0.
