obviously your intelligence is measured in relation to your age. you don't expect a toddler to be as intelligent as an adult.
so in order to stay ahead of the curve and be considered intelligent, you need to develop all the time. if you stop at 12 then you can be considered intelligent at 12 but if you still only have the intelligence of a 12 year old at 40 then you'll obviously be considered dumb.

I find it really odd how everyone on the internet seems to have a high IQ. Also, the notion that scoring better than someone else in a standardized test somehow makes you more intelligent than them is just ... naïf.
And before you ask, no, I've never taken such a test. I'm just a normal dude, clever in some areas, dumb in others, socially and professionally well adjusted.
