assuming enough energy is required:
build a colony of small robots that would dig into it and rearrange the material inside the asteroid layers which could be separated and lunched into the earth by recurring space ships.
if you have a colony of robots which can operate in that fashion the problem becomes energy supply and distribution.
I can't imagine energy distribution would be that difficult, just give robots the ability to share energy as required, and keep a few of them at reach to supply enough energy for the entire colony.
the real problem is energy, could be solved if we prefect fusion.

You use gravity tugs to move the asteroids into Lagrange Point orbits around the Earth and Moon.
Then robots mine the ore.
The questions we have yet to ask and answer is. Do we refine in space or on Earth? Do we use space refined materials in space or send to earth? How do we get the material in space to the Earth, economically? Do we start migrating people to space to stay?

We could use the asteroids to develop a space infrastructure I guess. It would make more economic sense to mine the asteroids and keep the material in orbit than to bring the material down.
We could collect it by manipulating it's orbit and making it orbit the planet. Then we can eventually come up with something.
