At about 5k per kilo (assuming SpaceX actually takes off) it's going to cost a bomb before you can even start charging people. And even then you'll have to convince them that spending 6 days in a cramped capsule, is worth it for spending a couple of days (at best) on the moon vs spending a weekend in the Bahamas.

Worse still you'll have to convince them that they won't die en route.

Worse, worse still most of your potential clientèle won't make the fitness requirements to be considered "safe" to survive lift off.

No one would invest in this.

I see no advantages to that, and several huge disadvantages. So no, I don't think it has strategic value at the moment.
